搜了一大堆，大家都说是PIP和TOOL问题，按照他们的方法升级没用，本地查看确实也安装了Wheel

搜来搜索，在一个回复里找到了原因，还是PIP 的问题，需要强制安装，有点莫名其妙，好在是解决了

pip install -U --force-reinstall pip
